Quarterly Report: CBP Enforcement Activity Q3 2026

By Tru Identity · Oct 22, 2026

New data from CBP puts hard numbers on the enforcement shift customs brokers and importers have been feeling on the ground: Form 29 Notices of Action increased 124% from FY2024 to FY2026, while combined Form 28 and Form 29 volume rose 77.5%. The Q3 2026 report expands the dataset to 36 months, covering every CBP Form 28 (Request for Information) and Form 29 (Notice of Action) issued from October 2023 through September 2026. Notices of Action account for most of that growth, and have outnumbered information requests in every quarter since Q2 2025.

  • Q1 2025 was the last quarter in which CBP’s questions outnumbered its actions. Notices of Action have held the majority for 6 consecutive quarters.
  • In Q3 2026, Notices of Action accounted for 52.7% of CBP’s combined Form 28 and Form 29 enforcement contacts: 6,042 CF-29s and 5,420 CF-28s.
  • The full report breaks down all 12 quarters: exact volumes, percentage mix, fiscal-year comparisons, and the operational implications for importers and brokers. It also examines penalties, audits, forced-labor enforcement, and duty-evasion investigations.
